You should search the EAR index on the BIS website and decide for yourself. This by its very nature the definition of FREE software. Not only on price, but in use.

The BIS states on their own site that, if needed, one should consult the list of other regulatory agencies if there are additional questions. 

The ability perform basic research is a cornerstone behavior of a successful user of any OS, but especially in the *nix community.
