I’m not exactly sure how to do that if I can’t get in to the VM to begin with.  I don’t get to the grub prompt so I can’t remove the kernel line options unless there’s another way to do it within Cloudstack.

The system likely still is booting. You can try to confirm this by removing the console options from the kernel command line. You can also verify this by setting graphics to none and watching the serial console.
