Greetings Mr. Turritopsis,

This would be true "if" there were such a thing as Rocky Linux 7.9. Rocky didn't exist until 8.4, so there is no recommended path to upgrade from 7.9 to any version of Rocky Linux. Your best bet would be to do as previously suggested and spin up a new instance of Rocky Linux 9 and then migrate your data from your CentOS 7.9 installation.

According to one article, it says that the migrate2rocky tool only
allows migration within a major version. So I think I can only migrate
my CentOS 7.9 to Rocky Linux 7.9 and not to Rocky 8 or 9.
