Hello.

It is not recommended (not supported) to perform upgrades from one release to the next. Upgrades are more trouble than they are worth and can be rife with complication.

You are also wanting to jump two major releases, that is from Enterprise Linux 7 (2014) to 9 (2022), and that is an 8 year gap. I would recommend that you stand up new Rocky Linux 9 machines and begin planning out the migration path for your use case.

I understand both CentOS Linux and Rocky Linux follow Red Hat
Enterprise Linux (RHEL).

I have 2 CentOS 7.9 Linux virtual private servers (VPS) in Europe.
They are running Virtualmin/Webmin web hosting control panel in master
and slave configuration.

Unfortunately, the end of life (EOL) date for CentOS 7.9 is 30 June
2024, which is less than 2 years away.

Is it possible to upgrade CentOS 7.9 with Virtualmin/Webmin to Rocky
Linux 9.0? Is it technically impossible or too troublesome and
complicated?

Please advise.
