There are a lot of missing things, notably concerning the kernel. You can only upgrade from RHEL 8 or other RHEL 8 clone. From which sytem do you want to migrate (OS and hardware/VM) ?

You have EL7 (CentOS 7, ORacle 7, RHEL7, etc) packages on your system, which either means that you are attempting to migrate an EL7 system (which is not supported) or you have somehow managed to install packages on your system which were built for EL7.
What distribution and version are you attempting to migrate away from?

Thank you so much for your helpful replies.Pardon me to delay in reply.As you mentioned, I tried to migrate from CentOS 7. I got it should be upgraded to 8 and then migrate to rocky.
