I am going to https://rockylinux.org/download/ and choosing
Rocky 9
Enterprise Linux v9 Compatible
x86_64 - DVD
It gets a little way through, and stops and said FAILED
I have tried a couple of times and get that every time, I also tried Rocky 8, same result.
Can you explain why this is happening, and perhaps let me know of another site I can try?

This sounds like either a corrupted download, or you're transferring the image to a bad or too small media.
I have tried a couple of times and get that every time, I also tried Rocky 8, same result.
This would seem to rule out a corrupted download.
Have you tried running the installation media check from teh grub menu before installing Rocky Linux? Does it pass?
I would recommend trying a different USB stick (assuming you're installing from USB) or try a different method of imaging the USB than what you're currently using. You can also try a different (smaller) image such as boot which will install Rocky Linux from online repositories instead of from packages stored on the install media itself.
Other than this some more details of what type of media you're installing from and how you are imaging that media would be helpful, also more details or a screenshot of the failed install could be helpful.

This seems like a network issue on your end. The downloads listed on the rockylinux.org Downloads page go to download.rockylinux.org, which is backed by Fastly CDN. Fastly doesn't appear to have experienced any issues lately according to https://www.fastlystatus.com/incidents?componentId=500869
