On fresh OS install RockyLinux9.1 With message "Started : cancel waiting for multipath siblings of nvme0n1" install processing is hang on.

RockyLinux version 9.1 CPU amd 7950X

So I install 9.0 and upgraded to 9.1 by dnf update. But it do not prompt login due to amdgpu problems. To solve this, I upgraded amdgpu driver from https://repo.radeon.com/amdgpu-install/latest/rhel/9.1/

It seems to work. but shutdown command always reboot, does not power-off with option -P (default).

with fresh OS install RockyLinux9.1, it works fine? How to solve the install problem? Please advise.
