Rocky Linux 8 is the major version. It is common to refer to "Rocky Linux 8" in general. The assumption, however, is you are using the latest version of Rocky Linux 8, which is 8.10.
What the statement you've quoted means is this (as an example):
Rocky Linux 8.9 is not supported as 8.10 was released. This means 8.10 is the latest minor version of Rocky Linux 8. This can be observed in the "Current Supported Releases" section of the wiki. Rocky Linux 8, as a whole, goes end of life on May 31, 2029.
Could you elaborate a bit more on your question?
